Visual Determination of the Opacity of Emissions from Stationary Sources

Many stationary sources discharge visible emissions into the atmosphere; these emissions are usually in the shape of a plume. This method involves the determination of plume opacity by qualified observers. The methods includes procedures for the training and certification of observers and procedures to be used in the field for determination of plume opacity. This method is applicable for the determination of the opacity of emissions from stationary sources pursuant to §60.11(b) and for visually determining opacity of emissions.
