What does an assessment look like?
The first phase will be a review of the documentation submitted by the manufacturer to a test lab, followed by a sufficiency and completeness assessment. The product testing can be described as grey-box testing, an interim between white-box testing and black-box testing. The manufacturer will be required to provide support to the tester to allow them access to certain device functions, update mechanisms, or cryptographies, etc.
Do the RED requirements only apply to new products?
As with all CE marking directives and regulations, these new RED requirements apply at the point a product is placed on the market. That should be read as meaning each individual unit, not a product type or a production run. Products which are placed on the market from August 1st, 2025 must meet the applicable requirements at that point in time, regardless of whether that same product type was available before that date or not.
Does RED apply in the UK?
As the RED Delegated Regulation which enacted these cyber security requirements was published after the UK left the EU, the Regulation has no impact on compliance in the UK. However, if a manufacturer placing product on the UK market is doing so by applying the CE marking, not the UKCA marking, then they must meet these requirements.
Is there any product marking for PSTI?
No, the PSTI requirements are outside of CE or UKCA marking, and have no specific markings required. The manufacturer must provide a statement of compliance, and the product must be identifiable by for example a product code or serial number, but there is no additional marking required.

RED Mandatory Compliance
From August 1, 2025, manufacturers placing internet-connected radio equipment on the EU market will need to ensure their product has been assessed to the Radio Equipment Directive cyber security requirements. Element is a Notified Body for the Radio Equipment Directive and can support manufacturers to ensure seamless compliance from August 1st.
