As the OTA Operations Manager, Ed Ortiz leads Element’s OTA Center of Excellence. With 15+ years of RF, OTA, 5G, MIMO, LTE, and OTA expertise, he manages customer test programs.
Experience
Ed Ortiz is Element's OTA Operations Manager with more than 15 years of experience in wireless, RF, and Over-the-Air (OTA) testing. He currently leads Element Materials Technology's OTA testing operations (including the OTA Center of Excellence at Element San Jose) by overseeing engineering teams, laboratory capacity, customer programs, financial performance, capital planning, equipment strategy, and technical execution for wireless device certification and development programs.
Prior to joining Element's leadership team, Ed served as an OTA Engineer and Senior OTA Engineer at PCTEST Engineering Laboratory, where he performed advanced RF characterization, OTA testing, troubleshooting, and technical leadership for LTE, LTE-Advanced, Carrier Aggregation, and emerging 5G technologies. He also became a key escalation resource for complex test and chamber-related issues while mentoring engineers and technicians.
Earlier in his career, Ed held a unique dual-role position combining OTA Engineering with IT and Network Engineering responsibilities. He built expertise across laboratory operations, enterprise infrastructure, cybersecurity, automation, networking, and cloud technologies that enhance his operational leadership today.

- Develops operational and financial planning models evaluating chamber availability, staffing requirements, utilization rates, and revenue opportunities to support business growth decisions.
- Directs laboratory expansion initiatives, chamber upgrades, infrastructure improvements, and implementation of new wireless testing capabilities supporting evolving LTE and 5G requirements.
- Serves as a primary technical interface for major device manufacturers and carriers by translating complex customer requirements into executable laboratory test programs.
- Supports development and validation of advanced OTA methodologies covering TRP, TIS, MIMO, Carrier Aggregation, Wi-Fi, GNSS/AGPS, and throughput testing.
- Designed and managed enterprise IT infrastructure across multiple locations, including Windows Server, Linux, networking, VPN, security, identity management, and cloud platforms.
