What is PTCRB certification at Element?

 PTCRB certification is the CTIA-managed industry certification that cellular devices need for North America market access, alongside FCC/ISED regulatory approval. Established by mobile network operators, the PCS Type Certification Review Board (PTCRB) ensures devices meet minimum requirements to protect network integrity. Eligible products include smartphones, laptops, modules, IoT items, and integrated devices using PTCRB-certified modules. PTCRB certification covers 3GPP technologies, including 3G, 4G LTE and LTE-Advanced, 5G NR (FR1/FR2/RedCap, NSA/SA), and IoT LTE-M (Cat-M1), NB-IoT, and NTN. What is PTCRB certification and why is it required?

Administered by the CTIA, PTCRB (PCS Type Certification Review Board) is an industry certification program that ensures cellular devices meet network requirements and interoperability standards, and thus can connect to North America mobile networks without harm. PTCRB certification covers 3GPP cellular technologies including 3G, 4G LTE and LTE-Advanced, 5G NR (FR1 and FR2, NSA and SA), IoT RedCap, LTE-M (Cat-M1), NB-IoT, and NTN. To be sold in the United States, cellular products (smartphones, modules, laptops, and IoT devices that use cellular technology) need FCC regulatory approval, PTCRB industry certification, and Carrier Acceptance testing; to be sold in Canada, they need ISED regulatory approval and PTCRB industry certification.  For IoT devices, we can also help with IoT Network Certified testing.

What is the general methodology used by a PTCRB-authorized test lab?

A PTCRB Primary Test Lab, like Element, follows a structured, rule-based mapping process to determine exactly which certification tests a device must complete. PTCRB certification is not a one-size-fits-all process. It is a modular system in which testing is scoped according to the specific capabilities, technologies, and features of a device. The lab's role is to evaluate the device against PTCRB-defined requirements and generate a customized certification test scope.

The process typically follows these steps:

  1. Understand Device Capabilities

The lab begins by analyzing the device and its technical characteristics, including:

  • Device type (smartphone, module, IoT device, laptop, router, etc.)
  • Supported wireless technologies (LTE, 5G NR, NB-IoT, Cat-M, etc.)
  • Functional features such as voice, IMS, MIMO, positioning/GNSS, carrier aggregation, and other capabilities
  • Target operator requirements
  • Use of any pre-certified modules or components

 

  1. Map Capabilities to PTCRB Test Plans

Once the device profile is established, the lab maps those capabilities to the relevant PTCRB certification test plans. PTCRB maintains a framework of standardized test plans covering different technologies and features, and the lab identifies which plans potentially apply.

  1. Find Applicable Test Cases

The lab then applies PTCRB-defined applicability rules to determine which test cases are actually required. Testing is conditional, only the tests relevant to the device's specific functionality are included in the certification scope.

  1. Reuse Existing Certifications Wherever Possible

A key aspect of PTCRB certification is test reuse. If the device incorporates previously certified modules, chipsets, or features, the lab can often leverage existing certification results rather than repeating tests that have already been validated. This optimization helps reduce testing time, cost, and overall certification effort while maintaining compliance.

  1. Generate a Tailored Test Scope

The final result is a customized certification test plan that becomes the official PTCRB test scope for the device. The lab provides a definitive list of required tests based on the device's capabilities, applicable PTCRB requirements, and any eligible certification reuse.

What is an Integrated Device in PTCRB terms?

An Integrated Device is a product that incorporates a PTCRB-certified module rather than a custom-built radio. Because the module's cellular certification has already been completed, Integrated Devices require only limited additional PTCRB testing - typically an assessment of the electrical SIM interface, radiated emissions, and antenna performance. This significantly reduces the testing burden for IoT and commercial device manufacturers who build with pre-certified modules.

Do I need PTCRB certification if I am using an approved module?

Yes, but with a reduced scope. Devices using a PTCRB-certified module (called Integrated Devices) still require PTCRB assessment, but the test plan is substantially shorter than for a full smartphone or standalone module certification. Typically, testing covers only the SIM interface, radiated emissions, and antenna performance. Element manages this entire process - including identifying which PTCRB-certified module you are using and correctly entering your product into the PTCRB database.

How does Element combine PTCRB, FCC, and ISED into a single program?

Element is a PTCRB Primary Lab that also holds FCC TCB status and ISED FCB status. That means we can conduct PTCRB conformance testing, FCC regulatory testing, and ISED regulatory testing in parallel - sharing test configurations, device setups, and engineering resources across all three programs. This efficiency eliminates any redundancy in device setup that occurs when these programs are managed separately, while minimizing scheduling gaps and optimizing cross-lab coordination. The result is a single, efficient certification program with one point of contact, one schedule, and one set of deliverables - that can accelerate market access in North America.

What other certifications can Element handle alongside PTCRB?

Element is a PTCRB Primary Lab that provides PTCRB testing for integrated devices and modules, with the unique advantage that any companion certifications - OTA (CTIA-authorized 5G chambers), FCC, ISED, Carrier Acceptance, Wi-Fi Alliance, SAR, Bluetooth SIG, HAC, Qi Certification and Acoustic - are available in Element’s Silicon Valley facilities. Element is the only source in the Americas where a manufacturer can complete their entire cellular device compliance program without changing vendors.

Can Element handle PTCRB for 5G FR2 (mmWave) devices?

Yes, and for such devices, OTA testing is mandatory. Element’s San Jose OTA chamber infrastructure supports 5G FR2 testing, with both FR1 and FR2 conformance conducted to 3GPP TS 38.521-1 and TS 38.521-2 specifications, respectively. FR2-capable devices require OTA-only testing methodologies - which Element’s CTIA-authorized chambers are equipped to provide along with the full PTCRB certification program.

Can PTCRB OTA data from another lab be used for Verizon Fast Track?

No, that data cannot be submitted in that case.  Only data from 5G OTA testing performed by a Verizon-approved OTA lab will be accepted by Verizon. Element is one of the exclusive few test labs in the United States that are both PTCRB-accredited and Verizon-approved OTA test labs. Verizon requires that the PTCRB report for all 5G SA and NSA Fast Track-eligible devices be from a Verizon-approved third-party lab located in the United States. That means Element can be a strategic partner to enable Verizon Fast Track advantages for manufacturers eager to significantly reduce time-to-market.
